Poland Having Debates Over Gambling

Friday, November 13th, 2009

Although many legislators are showing signs of accepting gambling as a means of revenue, there is still a huge resistance to gambling in the market. They are normally ethically or religious-based groups who believe that gambling will bring in a huge amount of additional problems to the society. They cite growing numbers of gambling addicts and underage gambling as two separate issues to deter governments from accepting legalized gambling into their jurisdiction.

Earlier this year Russia banned online gambling except for three remote locations. Germany is in the midst of legalizing it. The US is looking to weight out new proposed bills and amendments to the UIGEA. Now Poland is entering the debates. Recently Poland banned online casinos. This is after a political scandal in which four polish officials were accused of letting gaming lobbyists influence their individual political decisions. They were accused of not acting in the best interest of the people or staying true to their oaths of loyalty to their posts. Eventually the four officials resigned, but this only brought a new importance to the issue of online gaming. It caused a separate group of legislators to draft new bills making online gambling illegal for new entrants into their market. Companies that are already established will have to suffer through higher tax rates and have their video lotteries stripped of their legal status. The only option for them will be to offer slot gaming.

Citizens are left to question what will happen eventually. Both the Parliament and the President have to approve, which both are expected too. However other countries have tried this ban and have been unsuccessful.  Many proponents are citing other countries as a reason why Poland should not be so hasty to eliminate the possibility of online gaming in the country. What normally happens once gambling is made illegal is that 1) people gamble else where at offshore gaming websites and channel huge dollars out of their country and 2) illegal gambling increases quickly. Without some legalization and regulation possibilities, it is difficult to say what the state of Poland will be in terms of online gaming. If other countries are any indication however, the answer is not to ban the hobby.
