Russia Sees Underground Gambling on the Rise

Russian police have been hard at work in closing illegal casinos in Moscow. The most recent incident occurred when the police broke down an alleged illegal casino being run out of a $60,000 a month apartment. The owner is now facing up to five years in prison if it is proven that he was carrying on an illegal gambling facility in the luxury location. This is just one example of the illegal activities that are running rampant in Russia. The interesting thing about this particular location is that it was so opponent in nature. The location allegedly was housing two poker tables, ten gambling machines, two full-service roulette games and a full bar that included $15,000 bottles of cognac. So far the Russian police force that entered the location already seized $500,000 in various money, chips and financial paperwork.

The problem with organizing an illegal operation line this one is that back in July of last year Russia closed all poker rooms. The new rule was that rooms were no longer legal and all gambling had to be done at one of four designated gambling locations throughout the country. The goal was to spur on new tourism in areas in desperate need of financial reinvigoration. Much of the country, like the world, was hit hard after the recession and is still trying to repair its ravished financial state. Officials were hoping that gambling would be the answer to the problems the country is facing.

Unfortunately the move to make all ancillary locations for gambling illegal didn’t do the good that was intended. Many on the police force believe that the ban is what moved the poker dens to increase in numbers. Much of the problems can be attributed to the lack of funds many areas have—they are looking for their own solutions and finding that illegal gambling is the hopeful answer to their problems. These “underground casinos” are growing in numbers. The police force now has to be even more vigilant and determined to uncover them and close them down. Though they are finding more locations, more and more are cropping up—proving that people are resilient and determined to find their own solutions to the aftermath of the economic downturn.

Online Gambling Still Up for Debate

As half of 2010 is almost gone, the question of online gambling has yet to be settled. Though there are still strong debates, it seems as if the choice is going to come down to revenue potential. The Ways & Means Committee of the House of Representatives met earlier this week to discuss the ramifications of regulating US online poker. Though it may be difficult to convince some politicians to jump on the bandwagon, others are already well on their way to supporting the move.

Representative McDermott said that prohibition is what has forced a lot of change in the market of online gambling. Namely customers who want to wager online have had to move their playing to offshore companies. This has threatened the online security of players and cost billions of dollars to be fueled into other economies. The bottom line is that if people want to gamble online, they are going to find ways of doing it. If the US doesn’t allow it, they will move to other parts of the world to wager. The global marketplace is making it simple for online users to find any solution to any problem they have in terms of finding ways to gamble.

The Congressional Joint Committee on taxation projected that if online gambling is legalized and regulated, it could potentially bring in as much as $72 billion in revenue over the next decade of time. That is a huge number and with struggling economies from one end of the country to the other, it is a hard proposition to turn down. The hearing of the committee was orchestrated to focus on the financial results of the change in gambling legislation. Though the question of legalizing gambling is still up for debate, there is more evidence to push forward now that the huge tax revenue dollars are available.

In addition to discuss the changes legalizing and regulating gambling would make, the hearing was also called together to prove that there is no current federal law that makes online gambling illegal. Though the UIGEA, or Unlawful Internet gambling Enforcement Act of 2006 was meant to explain internet gambling, it failed to ever define what falls under the category of “gambling.” It is hoped that new discussions define gambling and define what the procedures should be to legalize and regulate gambling as an online market.

Changes are Coming to Wyoming Gambling

The question of gambling is now visiting the borders of Wyoming. The state is in the midst of a big debate over the game and poker is the center of the fury. Five Colorado poker players filed a case against the district attorney back in 2008. The group’s case was dropped when the district attorney was unable to prove to a jury that poker was not a “bona fide contest of skill.” The question of skill and poker has been a long-standing one. Some believe that poker is a game of luck– just like any other gambling game. They believe that there is enough of a luck aspect to the game for it to fall under the heading of “gambling.” Therefore, it should fall under the same rules as other games that are illegal.

On the other hand, there is another school of thought on poker that maintains that the game is a game of skill and that puts it outside the realm of “luck” or “gambling”. More and more proponents of poker are trying to prove that the game can be learned and honed. In fact, some Ivy League schools are offering classes in poker, citing that it has a real value to students in that it teaches strategy. The strategies avaiable can be translated into the business world.

Wyoming is debating the issue still and that means that it is up for a long-term fight. Though the court case above didn’t work out the way the poker group wanted, that doesn’t mean that the game won’t take the necesary changes to bring it more notoriety in the mainstream. According to Wyoming law, all members in anycard  game have to project a “bona fide social relationship.” The problem is that, just like the writings of the UIGEA or Unlawful Internet Gambling Enforcement Act, the wording isn’t clear. Though there are rules regarding gambling, the term gambling is never defined specifically. This is a shortcoming that is coming back to haunt the authors of the UIGEA and other legislation banning gambling. Now that the issue is coming strong to the forefront, they are having to revisit their former rules and come up with code that is more specific and more reliable in court. Only time will tell how far the issue will go and how long it will take for state laws to be written and enforced.
